The Spire BlackDragon 600W Power Supply has a black paint finish, quiet blue LED 120mm fan, sleeved leads, comes with a 2 year warranty and is so compact it will fit in just about any computer case on the market.
The Tt Litepower also has Active PFC instead of Passive PFC, indicated by the red voltage switch on the Cooler Master. This suggests a newer design.

These are the only 2 brands available in my city. And Thermaltake is just a dollar expensive than the coolermaster.

According to the specs, the Tt Litepower 600W because it has more power on the +12V rails. Also consider Antec, SilverStone, Corsair, Enermax and Zalman PSUs.
3.07 is below the ATX standard specifications (-5%). Rodney, you should not recommend this product.
ATX12V v2.3 is more than acceptable, especially from a PSU in this class. You'll see v3 spec PSUs in the coming year (2012).
Well it's a branded PSU, not a chinese one with unknown specs and total output of 150W.
