Works is a separately sold package from Microsoft, and is not included in any operating system. Ever. Perhaps you are looking for WordPad? That is the light word processor that has been included with Windows since Win95 was released, and it is installed with Windows 7 under the Accessories tab in your start menu.

Some off-the-shelf computers (Acer, HP, Dell, etc.) may have been loaded with it as part of the OEM software package, which would also include the operating system as well as the typical bloatware they tend to cram in.

OEM keys for products like Works are valid on the original machine thanks to Microsoft licensing. There is no download option for Works, nor can you buy it anymore because it is out of production. You can buy it on sites like Amazon.com still, but the price is so inflated you may as well get Office Home and Student.
