Eyefinity and DisplayPort Adapters

Why can't passive DisplayPort adapters to DVI work with Eyefinity? Why do active ones work?

active just means its powered by USB and im guessing its because powered adapters can harvest an ICU that transcodes the signal into actual digital instead of just rewiring it to a DVI plug
