i have heard of ballistix tracer, ocz reaper, and others but what is the best from experience

All money aside Corsair Dominator GT Low voltage double tall Ram is the best but we don't all have $400+to spend on Ram.
OCZ obsidian or Gold is the best for Value-they both have full lifetime warranty+are not expensive. They will perform within 10% of the Corsair top-of-the-line for less than half the cost.

i should have mentioned this earlier but i didnt think about it: im looking for DDR2. my brother is wanting new ram for his DDR2 motherboard but he wants it to be reliable and fast

I've used Kingston for years and they are very solid. For OC I'd go with Corsair and OCZ. I would not buy Geil memory because of the name (translates to "horny" in German) but that's just a matter of taste.
