is there any difference between a sata 2 and a sata 3 cable speed wise?

Asus P8P67 Deluxe : i7 2600k : Corsair Vengeance 8 GB 1600
Asus GTX 560 Direct Cu II OC : Corsair H100

No, there is no difference. The cable is the same.

Performance with either cable is identical.

Only difference I've seen is that the newer cables might have a locking clip.

Yes, first SATA did not have a locking clip. Sata II & Sata III cables are the same.
