Looking to upgrade from Intel Dual CPU E2180

I've got a gigabyte P35-DS3L mobo and was looking to upgrade up. Money is a little tight right now so I'm not interested in the new i7 but basically I'm looking for something between $300-500.

Also, a small technical question for you all. A friend of mine just had to recently upgrade his comp because he had a brown-out and in the morning his comp wouldn't POST. He's looking to give me the mobo and the AMD BE 955 but we have a small argument going on.
He says its the mobo thats burned out, I say it's the CPU
