I wan to upgrade one of my computers to a high specs so it can be more modern and not as if it was out of 2007, when I built it with my father.

My current specs are:
CPU: Pentium Dual-Core E2200 (Basically the whole reason I want to upgrade it, Socket 775)
Memory: 3gb DDR2
Motherboard:Intel DG43GT, Socket 775, Max 16gb RAM and only 667MHZ and up memory.

I don't want the upgrade to exceed $130 and only listed the thing I am thinking of upgrading.

Get an used Core 2 Quad cpu (q6600, q8200, q8400, ...) and overclock it to 3,0GHz or more. That is the best upgrade for these 3 things you wrote.

The problem is that DDR2 memory is too expensive to buy in a large quantity. Also, where do you suggest to get a Core 2 Quad OTHER THAN eBay.
