can you put ddr3 ram in a ddr2 motherboard?

Correct. The notch in the pin row is in different places to prevent accidentally letting this happen.

DDR2 and DDR3 use very different signaling systems, and installing DDR3 (if it fit) on a DDR2 compliant motherboard would likely kill the memory controller and the memory.
