Is these a method to measure CPU bottleneck like in Crysis 3 are there certain settings to use and how much should the CPU usage be?
The term "bottleneck" in computing is a liquid term... what I mean is that it is very software oriented, where one task needs faster memory, or a faster processor bus (or faster processor), or a faster GPU bus (or faster GPU). There is no single way to measure.
For any game, you don't want the cores it is using to hit 100%, because if the core is saturated and the OS suddenly has another momentary task that it drops on the same core, something is going to wait. And that will be the game. This is essentially the definition of system stutter. Just dial it up to 90% (safe) or lower, and you should see very smooth game play.
